JDSU Test and Measurement Division develops, manufactures and markets world-class products & systems for the telecommunications industry. It’s challenge was to meet the requirements of certain Asian operators who were obliged to procure locally-made equipment that might be less accurate, reliable or functional, in return for a lower purchasing cost.

Company management embarked on a process to identify facilities that could, with a lower costbase, use JDSU methodology & Intellectual Property to produce world-class test and measurement products that would compete in price with local products but would retain the accuracy, robustness and extremely high reliability synonymous with the JDSU brand. JDSU commissioned Creator Tech to assist in this process.

Creator Tech developed a set of measurable project objectives against which we would be accountable. Using Mandarin speaking resources based in China, Creator Tech researched and identified a list of 20 manufacturers of similar equipment. Creator Tech sourced sample products, which were sent to JDSU labs; and gathered intelligence on the manufacturers’ customer base and go-to-market structure through structured interviews with agents, resellers, integrators and end-users. A comprehensive picture was built up of  all companies on the list: financial metrics, management structure, product quality, channels and partners, key customers, and approach to market.
